SA Transport Department Introduces Mandatory Bicycle Licensing from July 2025
The Department of Transport has announced a new initiative aimed at enhancing road safety and promoting uniform traffic regulation across all modes of transport. Beginning 1 July 2025, all bicycles used on public roads, cycle lanes, and shared pathways will be required to be licensed.
nnnnThis policy aligns with the national road traffic management strategy and is designed to:
nnnnImprove safety for both cyclists and motorists,
nnnnStandardise regulation of all vehicles on public roads,
nnnnSupport the development of dedicated cycling infrastructure across the country.
nnnnKey Details of the Bicycle Licensing System:
nnnnLicense Requirement: All bicycles operated in public spaces must be licensed.
nnnnLicense Fee: R1,214 for a five-year cycle.
nnnnRegistration: Each licensed bicycle will receive a unique registration number and a mandatory reflective license disc, which must be clearly affixed to the bicycle frame.
nnnnApplication Process: Licensing applications open on 1 May 2025 and can be submitted via the eNTIS online portal or at the nearest licensing department.
nnnnCompetency Test: Cyclists will need to complete a basic road safety competency test to ensure awareness of traffic regulations.
nnnnFailure to comply with the licensing requirements may result in fines or the impoundment of unlicensed bicycles.
nnnnThe department urges all cyclists to prepare ahead of time to avoid disruptions and to contribute to safer, more organised road usage.
